USPS Rate Change Effective July 12, 2026

USPS will implement updated rates, dimensional weight rules, package validation requirements, and new compliance fees effective July 12, 2026.

These changes primarily impact package pricing, dimensional weight calculations, noncompliance assessments, hazardous material shipments, and Ground Advantage Cubic pricing.

USPS is introducing two changes effective July 12, 2026:

1. New dimensional weight (DIM) calculation rules.
2. New package dimension reporting requirements for applicable commercial USPS parcels.

Impacted services

The package dimension reporting requirement applies to:

• Priority Mail Express
• Priority Mail
• Ground Advantage
• Parcel Select

The following shipment types are exempt:

• Flat Rate
• Returns

USPS is updating how dimensional weight is calculated. Effective from July 12, 2026:

• The DIM divisor has been reduced from 166 to 139.
• Dimensional weight calculations now always round up to the next whole number.

Impact

Packages rated using dimensional weight may have a increased billable weight, resulting in higher shipping charges.

Recommendations

• Review shipment rating calculations that use dimensional weight.
• Update DIM weight calculations to use a divisor of 139.
• Always round fractional DIM weight up to the next whole number.
• Continue using the greater of the actual weight and the dimensional weight when determining the billable weight.
• Test shipment rating scenarios to identify any pricing changes resulting from the new DIM calculation.

For applicable USPS services, the shipment request must include the parcel's actual dimensions (length, width, and height). These values must represent the physical parcel presented to USPS.

USPS will introduce enforcement in two phases:

Impact

Missing package dimensions or dimensions that do not match the physical parcel may result in USPS post-shipment adjustments or Dimension Noncompliance Fees.

Recommendations

• Capture the actual package length, width, and height during shipment creation.
• Continue providing dimensions for parcels larger than 1 cubic foot or longer than 22 inches.
• Start providing dimensions for all applicable USPS commercial parcel services.s
• Review rating calculations that use dimensional weight to account for the new DIM divisor and rounding rules.

USPS is strengthening enforcement for overweight and oversized parcels effective July 12, 2026. This enforcement apply to parcels that exceed USPS maximum mailing limits.

Impacted services

This change applies to USPS Ground Advantage

A parcel is considered non-mailable if it:

• weighs more than 70 lbs, or
• exceeds 130 inches in combined length and girth.

The following enforcement rules apply:

If a non-mailable parcel is accepted into the USPS network, USPS may hold the shipment until the $200 fee is paid by the mailer or recipient.

Impact

• Parcels exceeding USPS weight or size limits may incur a $200 Overweight/Oversize Fee.
• USPS may use its own measured weight and dimensions when determining fee assessments.
• Non-mailable parcels may be delayed until the required fee is paid.

• Validate package weight before creating a shipment.
• Validate package dimensions, including combined Length + Girth.
• Do not create shipments that exceed USPS maximum mailing limits.
• Inform shippers that USPS may reassess weight and dimensions after shipment acceptance.

USPS is extending the existing Package Barcode Quality Noncompliance Fee to applicable Market Dominant parcel services. Shipments that do not meet USPS package barcode quality requirements may be assessed a Package Barcode Quality Noncompliance Fee after mailing.

Impacted services

This change applies to the following Market Dominant services supported by Pitney Bowes:

• Ground Advantage
• Media Mail
• Library Mail

Note: USPS Marketing Mail and Bound Printed Matter are not currently supported by Pitney Bowes.

Impact

Shipments with poor barcode quality or barcode-related compliance issues may incur USPS post-shipment noncompliance fees.

Recommendations

• Print shipping labels at high quality without resizing or distortion.
• Ensure labels are applied correctly and remain scannable throughout transit.
• Review USPS reporting for barcode quality assessments and recurring issues.
• Replace damaged or unreadable labels before shipping.

USPS has updated Ground Advantage Cubic pricing.

Impacted services

This change applies to

• USPS Ground Advantage Cubic (Soft Packs and Padded Envelopes)

USPS is modifying the Ground Advantage Cubic tier structure by:

• Reducing the number of supported cubic tiers.
• Increasing the maximum allowable package length.
• Aligning Ground Advantage Cubic tier measurements with Priority Mail Cubic.

Cubic Tier Changes

Updated Ground Advantage Cubic Tier Measurements

Packages that previously qualified for higher Ground Advantage Cubic tiers may no longer qualify under the revised tier structure.

Impact

• Packages previously qualifying for cubic tiers 0.6–1.0 will no longer qualify for Ground Advantage Cubic pricing.
• Some shipments may qualify for a different cubic tier based on the revised measurements.
• Shipment rates may change due to the updated cubic tier structure and eligibility rules.

Recommendations

• Review Ground Advantage Cubic eligibility using the revised tier measurements.
• Update shipment validation to reflect the new cubic tier thresholds.
• Recalculate shipment rates before label generation.
• Test shipments near cubic tier boundaries to understand any pricing impact.

USPS is introducing two HAZMAT-related changes effective July 12, 2026:

1. A HAZMAT Handling Fee for eligible hazardous material shipments.
2. A HAZMAT Noncompliance Fee for hazardous material shipments that do not comply with USPS HAZMAT requirements.

Impacted services

The HAZMAT Handling Fee applies to eligible domestic hazardous material shipments for:

• Priority Mail Express
• Priority Mail
• Ground Advantage
• Parcel Select

The HAZMAT Noncompliance Fee applies to commercial hazardous material shipments that fail USPS HAZMAT compliance requirements.

USPS is introducing a handling fee for properly declared hazardous material shipments.

Impact

Hazardous material shipments may incur additional shipping charges.

Recommendations

• Identify shipments containing hazardous materials before shipment creation.
• Declare hazardous materials using the appropriate Shipping API request fields.
• Review shipment pricing to understand the impact of the HAZMAT Handling Fee.

USPS is introducing a per-package noncompliance fee for hazardous material shipments that do not meet USPS HAZMAT requirements. A $50 per-package fee may be assessed when hazardous material shipments contain:

• missing or incorrect hazardous material labels,
• incorrect or missing Service Type Codes (STC),
• incorrect or missing Extra Service Codes (ESC),
• incorrect Service Icons or Service Banner Text,
• incorrect Barcode Banner Text,
• missing or incorrect DOT markings, or
• other hazardous material information that does not comply with USPS requirements.

Unlike existing Package Quality Compliance (PQC) validations, this fee is assessed per package, with no threshold.

Impact

Incorrect or incomplete hazardous material information may result in USPS noncompliance fees and post-shipment adjustments.

Recommendations

• Ensure all hazardous material information is complete and accurate before creating shipments.
• Validate HAZMAT labels, markings, service codes, and DOT markings before label generation.
• Review USPS reporting for HAZMAT noncompliance assessments and correct recurring issues.

The following fees have been introduced or expanded.

These changes take effect on July 12, 2026.
